On the blog Feminist Law Professors I found a reference to one of the most interesting books I read lately: “The Body and the Screen: Theories of Internet Spectatorship” by Michele White. White goes further then just ‘simply’ analyze the content of websites but she engages in a very thorough analysis of how websites render and regulate their visitors by means of visual, textual and technical means. It is a must read for everyone who tries to understand a little bit about how people reconstitute themselves (and are disciplined into that in a particular way) online and therefore also to understand the transformative aspects of new media.

This paper gives an overview of the history and operations of IslamOnline.net, one of the most-visited Arabic/ English Islamic web portals which issue fatwas.[i] The body behind IslamOnline (IOL) is the Al-Balagh Cultural Society in Qatar, which was established in 1997 on the initiative of Qatari IT specialist Maryam Hasan al-Hajari and Dr. Hamid al-Ansari, a scholar at the Sharica Faculty of the University of Qatar. In its early stages the project was supported by the University of Qatar, especially by Yusuf al-Qaradawi, the 1926-born, Azhar-educated Egyptian scholar and theorist of the Islamic Awakening movement who still chairs the Al-Balagh Society today.[ii] The headquarters and IT development of IOL are based in Doha, while most of the content is produced by more than 150 employees at the IOL offices in Cairo. IOL is mainly financed by donations and by selling its technical know-how to other Islamic institutions around the world. In promotional material for the site, Yusuf al-Qaradawi defined the site’s mission this way: “This project is neither nationalistic nor one aiming at a grouping or a group of people; it is a project for the entire Islamic community. It is the jihad of our era.”[iii]

'Banned Frank' – A follow up on Anne Frank and the scarf

I few days ago I wrote about Anne Franks picture with a keffiyah on a t-shirt. It is not only to be seen on t-shirts but also on free greeting cards from Boomerang:

This card has caused quite a stir. First a CIDI, Jewish interest group, has protested against these cards, claiming that a combination of the symbol of the Holocaust with the symbol of the Palestinian struggle is a wrong one because it means that Jews are seen as the oppressors of today while the Palestinians are compared to the Jews during WWII. The protest is not a succes and the card remains therefore, Boomerang claiming the message of the card is one of peace and reconciliation.

Also on the WWW there has been some discussion about this such as here, here, here, here, here, and here. Very interesting in this case is also Omars blog, who does not only provide us with a picture of Anne Frank, but also one from Jesus with a keffiyah from Sharif Abdunnur, titled Christ is Palestinian.

Youth organizations from Turkey and around the world called on the United Nations to take action against the scheduled broadcast of an anti-Muslim film in Holland by a radical right-wing politician this week.

The Organization for Islamic Conference Youth Forum (ICYF-DC) and European and Asian Youth Forums sent a letter to Ban Ki-Moon, secretary general of the U.N., asking him to not allow the screening of what was described as an anti-Islamic film produced by a Dutch politician, claiming it “reflects insulting views about the holy Koran” and showing it being torn up or otherwise desecrated.

?We think that the broadcasting of this film should be suspended until independent international agents can review it and determine whether it contains a criminal offence or not,? Elshad Iskandarov, secretary general of the ICYF-DC, told the Turkish Daily News, emphasizing that that they have no solid knowledge of the controversial film’s content. ?But if it is as described, this film will harm the Alliance of Civilizations greatly,? he added.

Iskandarov said this is not only a problem or an issue of concern to Muslim populations but also for everyone who wants all populations to live together with no tension, and with a better understanding in a peaceful world.

?We have made calls to several organizations to discuss and decide for precautionary measures in order not to leave space for meaningless clashes,? he said.

The organization is now waiting for an answer from the U.N. secretary general before taking any actions. Organizations want the conflict that the film’s controversial subject will create to be overcome without having to step backwards from all the promising steps provided by the Alliance Of Civilizations, an international forum aimed at reducing tension between the Islamic world and the West, Iskandarov said.

Film alerts Dutch government

Dutch diplomats are already trying to prevent international reaction. ?It is difficult to anticipate the content of the film, but freedom of expression doesn’t mean the right to offend,? said Foreign Minister Maxime Verhagen, who was in Madrid to attend a meeting of the Alliance of Civilizations. In Amsterdam, Rotterdam and other towns with large Muslim populations, imams say they have had to calm growing anger in their communities.

?The Dutch government knows nothing about the film yet, but is disturbed by the information Mr. Wilders himself provided during an interview,? Tom van Oorschot, deputy head of mission of the Dutch Embassy in Ankara, told the TDN.

He added that his government has shared its concerns with Wilders and that everything has been done to prepare in advance for an escalation of the debate. The ministers also stressed that under Dutch law everyone has the right to express their views, within the legal boundaries, without prior vetting, van Oorschot said.

He said that the government has already distanced itself in the most forceful terms from Wilders’ proposal to ban the Koran in the Netherlands. Cabinet ministers and officials, fearing similar crisis as the one sparked by the publication of cartoons of Mohammed in a Danish newspaper two years ago, have held a series of crisis meetings and ordered counter-terrorist services to draw up security plans.

From her self-imposed exile in Washington, Hirsi Ali last week reportedly criticized the new film as a ”provocation” and called on the major Dutch political parties to restart a debate on immigration that has split Dutch society in recent years and not leave the field to extremists.

Wilders announced his plans last November, saying he was making a film to show the violent and fascist elements of the Muslim faith.

Hof: ‘Hofstadgroep’ geen terroristische organisatie

De strafkamer van het Gerechtshof ’s-Gravenhage heeft vandaag in hoger beroep uitspraak gedaan in de zogenoemde “Hofstadzaak”.

Het hof heeft – anders dan de Rechtbank in eerste aanleg -geoordeeld dat er bij de Hofstadgroep geen sprake is van een criminele en terroristische organisatie, omdat er geen duurzaam en gestructureerd samenwerkingsverband kon worden vastgesteld en evenmin een gemeenschappelijk gedeelde ideologie. Ook was er volgens het hof geen sprake van dat de verdachten als groep het oogmerk hadden geweldsfeiten of opruiingsdelicten te begaan. Alle verdachten zijn dan ook vrijgesproken van deelname aan een criminele en terroristische organisatie.

Jason W. is door het hof wel veroordeeld tot 15 jaar cel voor het gooien van een handgranaat naar leden van het arrestatieteam van de Politie Den Haag en het in zijn bezit hebben van meerdere handgranaten. Ismail A. is van het medeplegen van het gooien van de handgranaat vrijgesproken, maar wel tot 15 maanden gevangenisstraf veroordeeld voor het in zijn bezit hebben van handgranaten. Volgens het hof kan niet bewezen worden dat Ismail A. van tevoren een afspraak had gemaakt dat Jason W. de handgranaat zou gooien. Het hof vond niet bewezen dat Jason W. en Ismail A. de handgranaten in hun bezit hadden met de bedoeling daar terroristische daden mee te plegen. Ook het gooien van de handgranaat door Jason W. is volgens het hof geen terroristische daad geweest, omdat niet bewezen kan worden dat hij dat heeft gedaan met als doel de bevolking erge vrees aan te jagen.

Het openbaar ministerie (OM) eiste eerder veroordeling van de Hofstadverdachten voor deelname aan een criminele en terroristische organisatie tot celstraffen van 22 maanden tot 2 jaar. Tegen Jason W. en Ismail A. had het OM een celstraf van 18 jaar geëist voor deelname aan de Hofstadgroep en het gooien van de handgranaat als terroristische daad. In maart 2006 oordeelde de Rechtbank Rotterdam dat de Hofstadgroep wel een criminele en terroristische organisatie was en veroordeelde de verdachten tot celstraffen van één tot vijf jaar. Jason W. werd daarnaast ook veroordeeld voor het gooien van de handgranaat en het in zijn bezit hebben van handgranaten en kreeg 15 jaar celstraf. Ismail A. werd ook veroordeeld voor het medeplegen van het gooien van de handgranaat en het in het bezit hebben van handgranaten en kreeg 13 jaar celstraf.

DUBAI (Reuters) – An Islamist Web site often used by al Qaeda supporters carried updated encryption software on Friday which it said would help Islamic militants communicate with greater security on the Internet.The Mujahideen Secrets 2 was promoted as “the first Islamic program for secure communications through networks with the highest technical level of encoding”.

The software, available free on the password-protected Ekhlaas.org site which often carries al Qaeda messages, is a newer version of Mujahideen Secrets issued in early 2007 by the Global Islamic Media Front, an al Qaeda-linked Web-based group.

“This special edition of the software was developed and issued by … Ekhlaas in order to support the mujahideen (holy war fighters) in general and the (al Qaeda-linked group) Islamic State in Iraq in particular,” the site said.

The efficacy of the new Arabic-language software to ensure secure e-mail and other communications could not be immediately gauged. But some security experts had warned that the wide distribution of its earlier version among Islamists and Arabic-speaking hackers could prove significant.

Al Qaeda supporters widely use the Internet to spread the group’s statements through hundreds of Islamist sites where anyone can post messages. Al Qaeda-linked groups also set up their own sites, which frequently have to move after being shut by Internet service providers.

Al Qaeda’s own media arm, As-Sahab, has become increasingly sophisticated in recent years. It issued 97 audio and video Web messages in 2007 compared with just 6 in 2002, according to IntelCenter (intelcenter.com), a U.S.-based group that monitors Islamist sites.

Al Qaeda and other groups have increasingly turned to the Internet to win young Muslims over to their fight against Western countries and Western-backed governments.

Koranfilm: De boze moslim en de creatie van een morele paniek

We gaan deze week volledig los op de film van Geert Wilders, die er nog niet is. Allerlei stukken in de krant van besprekingen met moskeevertegenwoordigers die veel aandacht krijgen, de uitspraak van de groot-moefti van Syrië die Wilders verantwoordelijk stelt voor mogelijk geweld, commotie over Appa die het niet erg zou vinden als Wilders omkomt, berichten over landgenoten in het midden-oosten die bang zijn, mogelijke steun van Saoedi Arabië aan anti-Wilders radicalen, anti-verwilderingsacties van de IS, Balkenende vindt een en ander een crisis, de AEL heeft al een tegenfilm aangekondigd, Milli Gorus wil nu al rust, het kabinet wil dat alle gemeenten alert zijn op ongeregeldheden, beelden van brandende ambassades zitten al in het hoofd. En ga zo maar door. Van linksige, tot rechtsige en andersige bloggers maken zich sappig, want er is weer een hoop te bloggen.

Wat meer terughoudendheid zou wel mogen. Wat hier gebeurt is voortdurend het beeld oproepen van de moslim die bij het minste geringste ontploft in woede. Slechts een enkele keer wordt erop gewezen dat onder moslims het onderwerp nog niet zo leeft en dat men eigenlijk nog niet verder is dan de vraag of en zo ja hoe ze moeten reageren. Maar zelfs als je schrijft dat het nog niet voor veel opschudding zorgt, blijft de kop wel dat de film de gemoederen bezighoudt.

Wanneer Grootmoefti Ahmad Badr al-Din al-Hassoun, zich naar aanleiding van zijn toespraak in het Europees Parlement een boodschap van religieuze tolerantie, verzoening en dialoog de wereld inslingert, vermeld je dat niet op je weblog maar zoom je in op die ene vermeende uitspraak over Wilders en zijn verantwoordelijkheid voor mogelijk geweld. (Voorlopig even vermeend, want ik kan de bron van die uitspraak maar niet traceren). Als je echt niets hebt toe te voegen eis je dat de overheid achter propaganda van een politieke partij gaat staan desnoods ten koste van een burgeroorlog of je hebt zelfs over de Derde Wereldoorlog.

De ene opmerking over de film en de voorbarige kritiek daarop is natuurlijk wel serieuzer dan de ander, maar het probleem is dat ze deel uit maken van een geheel van zogenaamde ‘speech acts’:

Taal kan worden gebruikt om taalhandelingen (speech acts) uit te voeren, o.a. wens, weigering, vraag, beschrijving, bevel, belofte, uitroep, twijfel, excuus, lofuiting, belediging, ontkenning, etc…

Voorbeelden van directe speech acts zijn het uitspreken van een belofte (dit is gelijk het doen van de belofte) zoals bij de trouwgelofte of een eedaflegging. Taal is daarmee een performatieve handeling:

De term “performatief” is afkomstig uit theorieën die identiteit én taal opvatten als performatieve handeling. Deze theorieën benadrukken het actieve vermogen van taal. Ze helpen ons over taal te denken als een zogenaamde speech act. Dat wil zeggen als een handeling of gebeurtenis waarbij de link tussen betekenis en de persoonlijke intentie van de spreker wordt doorbroken. De handeling die met woorden wordt uitgevoerd is dan niet bepaald door persoonlijke intenties, maar door sociale en linguïstische conventies. Door taal als handeling te zien, wordt ook de link naar identiteit makkelijker gelegd. Judith Butler bijvoorbeeld heeft met behulp van het begrip performativiteit het denken over genderidentiteit radicaal veranderd (1990 en 1993). Zij stelt dat (etnisch bepaalde) vrouwelijkheid of mannelijkheid wordt gecreëerd zoals een belofte wordt gecreëerd door het uitspreken ervan. (14) Mensen zijn niet van nature (zwarte/blanke/gekleurde) “man” of “vrouw”. Als cultuur deelnemer krijgen zij de opdracht man of vrouw te zijn. Men wordt vrouw of man door in een continue proces specifiek te handelen en te spreken. Identiteit is dus niet wat men is, men wordt (zwarte/blanke/gekleurde) vrouw of man door middel van, in Butlers termen: “the forcible citation of a norm” (1993: 226).

Zo ontstaat er dus door het spreken over crisis ook een crisissituatie. Taal schept dus een bepaalde werkelijkheid. Dit kan op drie manieren als we Austin’s classificatie van speech act als uitgangspunt nemen:

1. Illocutie van een zin: Bedoeling van de spreker(verzoek, weigering, informatie, belofte, vraag)
2. Locutie van een zin: Grammaticale vorm (bevestigende/ontkennende zin, imperatief, vraagzin)
3. Perlocutie van een zin: Sociaal te verwachten effect op de hoorder (hoorder wordt boos, blij, ontroerd, geeft gehoor aan de opdracht)

De bedoeling is wellicht niet een crisissituatie te scheppen, maar deze juist eerder te bezweren of de spot te drijven met sommige reacties, maar de overdrijvingen, grote woorden en eenzijdige belichting, is er wel degelijk een effect op het publiek. Mensen worden daarbij gevormd door eerdere ervaringen zoals de cartoon-affaire die ook sterk aanwezig is in deze zaak, met daarbij het achterliggende beeld van de demonstraties en moslims met lange tenen. Beelden die we ook terug zien in zaken die nooit hebben geleid tot ongeregeldheden maar waar ze wel verwacht werden.

Wat er nu plaatsvindt is een samensmelting van verschillende beelden in een non-event: voorlopig althans want er is helemaal nog geen film. Het beeld van boze en snel gekwetste moslims met het beeld van een politicus die er zijn dagtaak van gemaakt heeft hen nog bozer en sneller gekwetst te maken met het beeld van een toch al bedreigde vrijheid van meningsuiting (door moslims). Er vindt een convergentie plaats door steeds meer gebeurtenissen onder deze noemer te plaatsen en alles wat er echt niet in past buiten beschouwing te laten en het nieuwe beeld uit te vergroten en te overdrijven. Over het algemeen reageren moslims in Nederland nauwelijks op provocaties, beledigingen e.d. Dat is slechts een zeer kleine groep die overgaat tot demonstraties of erger, een grotere groep lijkt juist eerder volkomen apathisch en murw of men negeert het gewoon. Als de cartoon-affaire ons iets kan leren is het juist de volkomen onvoorspelbaarheid van de gang zaken, maar door de zaak nu al zo op te blazen worden mensen bijna gedwongen om met een reactie te komen.

Dit betekent natuurlijk niet dat de media, websites en bloggers verantwoordelijk zijn voor de uitkomsten van deze hype, net zomin als Wilders verantwoordelijk zou zijn voor enige mate van geweld naar aanleiding van zijn film: mensen zijn geen robotten of mechanismen van een cultuur, maar verantwoordelijke individuen. Tegelijkertijd echter dienen we ons te realiseren dat individuen wel gevormd worden. Net zoals de huidige berichtgeving is ingegeven door eerdere affaires, zijn ook individuen gevormd door sociale, politieke en economische omstandigheden. Hun reacties afdoen als puur en alleen vrijwillige, individuele reacties van autonome individuen of als symptomen van een cultuur of individuele pathologie is weer al te makkelijk; en dat geldt dus ook voor Wilders. En precies dit laatste maakt de hype die er nu aan de gang is zo gevaarlijk alsof we aan het opbouwen zijn naar een situatie die wel uit de hand moet gaan lopen. Enige terughoudendheid is dus wel op zijn plaats…

De laatste keer dat Rachid zijn beste vriend sprak, maakten ze ’s avonds na elven een wandeling rond de Sloterplas in Amsterdam-West. Ze waren met z’n drieën: Rachid, Mohammed B. en een buurjongen. De drie kenden elkaar uit dezelfde betonnen flat in de Hart Nibbrigstraat. Ze spraken over vroeger, toen ze nog jong en onbezonnen waren. Rachid moest lachen. Mohammed niet. Hij was heel stil, herinnert Rachid zich. ‘Mohammed vond dat de groep niet serieus bezig was met het geloof. Ik zei dat ik voortaan beter mijn best zou doen zijn leer te begrijpen.’ Zo namen ze afscheid.

De volgende dag, op 2 november 2004, hoorde Rachid van zijn broertje dat Theo van Gogh was vermoord. Hij zette de televisie aan en hoorde het signalement van de dader: baard, bril, djellaba. Rachid dacht onwillekeurig aan zijn vriend, maar verwierp die gedachte weer snel. (more…)
