From Tapes, a Chilling Voice of Islamic Radicalism in Europe – New York Times

Playing an Internet video one evening last year, an Egyptian radical living in Milan reveled as the head of an American, Nicholas Berg, was sawed off by his Iraqi captors.

“Go to hell, enemy of God!” shouted the man, Rabei Osman Sayed Ahmed, as Mr. Berg’s screams were broadcast. “Kill him! Kill him! Yes, like that! Cut his throat properly. Cut his head off! If I had been there, I would have burned him to make him already feel what hell was like. Cut off his head! God is great! God is great!”

Yahia Ragheh, the Egyptian would-be suicide bomber sitting by Mr. Ahmed’s side, clearly felt uncomfortable.

“Isn’t it a sin?” he asked.

“Who said that?” Mr. Ahmed shot back. “It is never a sin!” He added: “We hope that even their parents will come to the same end. Dogs, all of them, all of them. You simply need to be convinced when you make the decision.”

Unconvinced, Mr. Ragheh replied: “I think that it is a sin. I simply think it is a sin.”

The blunt exchange is contained in an 182-page official Italian police report that has not been made public, but is widely available in court circles and frames the judicial case against the two men. “The Madrid attack was my project, and those who died as martyrs were my dearest friends,” Mr. Ahmed boasted in one intercepted conversation.

Ahmed seems to be some kind of cameleon:

A onetime house painter who was able to take on new identities, hopscotch across Europe and dodge the police who had him on their watch lists, Mr. Ahmed is believed to have links to radicals in France, Italy, Belgium, the Netherlands, Germany and Saudi Arabia. The police report calls him a recruiter of suicide bombers for Iraq and at least one other terrorist operation, probably in Europe. For the Italians, Mr. Ahmed is emblematic of the new enemy in their midst.

War, terrorism and death are very popular among the two as was the case with the so called Hofstadgroup:

The attraction to death was a constant feature. One evening, Mr. Ahmed opened a file named, “Allah has said that each person has tasted death,” with links to subjects like “death is easy” and “the tomb.”

A song Mr. Ahmed listened to one weekend went: “We are terrorists, we want to make it known to the world, from West to East that we are terrorists, because terrorism, as a verse of the Koran says, is a thing approved by God.”

The sites are filled not only with calls for the destruction of Israel but also raw anti-Semitism. In one question-and-answer session with a Saudi sheik who is asked what suicide operations against Jews are allowed under Islamic law, the sheik responds that Jews are “vile and despicable beings, full of defects and wickedness.” God, he added, “has ordered us to wage war against them.”

They have enough plans or should I say hope?

On May 24, 2004, Mr. Ahmed discussed an “operation” that had started four days before with a would-be suicide bomber living in Belgium named Mourad Chabarou. Mr. Chabarou said he would be “completely ready” in 25 days, and the two men planned to meet in Paris.

Then came a conversation that struck closer to home. “Rome, we are entering Rome, Rome, if God wishes we are entering, even entering Rome,” Mr. Ahmed told Mr. Ragheh, the other potential suicide bomber, as if in a trance. “Rome, Rome, we are opening Rome with those from Holland. Rome, Rome, if God wishes, Rome is opening. It will be. It will be.”

Does he have some doubts about God?

In a holding cell shortly after his arrest, he worried aloud to Mr. Ragheh that the police “will find the pages I downloaded.”

He displayed none of the serenity he tried to impose on his disciples. He cursed whoever betrayed him to the police and predicted he would spend at least 30 years in prison.

“Things here are strange, they are strange, strange,” he confided to a friend. “I do not understand a thing.”

The friend tried to comfort him, saying: “Why do you torture yourself in this way? Leave everything in the hands of God.”

But Mr. Ahmed seemed inconsolable, adding later in the conversation, “Believe me, I swear to you, I’ve had this feeling before and I haven’t heard the voice of God.”

Documentary reveals London bomber’s westernised youth

The suspected ringleader of the 7 July bombings spent years trying to shake off his Pakistani-Muslim identity, and tried to present himself as westernised, according to a BBC documentary.

Mohammad Sidique Khan, known as Sid, dreamed of going to America, displayed minimal interest in Islam and was “very English”, according to friends interviewed for the programme.

Khan was ostracised by his family after marrying a Hindu woman, Hasina. Friends also told the documentary-makers that Khan showed no interest in attending a mosque.

Rob Cardiss, a school friend, told last night’s radio documentary Biography of a Bomber that Khan “seemed to have more white friends than Asian friends [and] … used to hang around with white lads playing football.”

Mr Cardiss said: “He was very English. Some of the other Pakistani guys used to talk about Muslim suffering around the world but with Sidique you’d never really know what religion he was from.”

Khan’s one-time best friend talked about how Khan’s marriage to Hasina affected him. “His family wanted nothing to do with him after that,” he friend. “How can someone prepared to go through all that explode a bomb in the name of Islam?” he asked.

Khan’s rapid radicalisation came in adulthood, when he became friendly with a group of radicals from Leeds and Huddersfield, west Yorkshire, the associates suggest. In the months before Khan detonated the Edgware Road bomb, killing himself and six others, the group often watched violent videos depicting Muslim suffering around the world and went on paintballing trips immediately afterwards.

A member of the group said: “Looking back on it now, I do find it a bit weird that we had such a viewing. I can see why some youth would be affected by this – they get fired up, they get stirred up – and having the airing of that video might not have been in the best interests of certain people.”

Other Yorkshire Muslims say Khan’s tight-knit group inveigled their way into the youth community by helping Muslims off alcohol and drug addiction. Germaine Lindsay, the King’s Cross bomber, and Shahzad Tanweer, the Aldgate bomber, are also thought to have joined the group.

Khalid said Khan’s last visit to Pakistan was to join up with jihadi fighters: “I heard it frequently that he was going overseas for military training.”

Danish Muslims “Internationalize” Anti-Prophet Cartoons

The Muslim minority in Denmark will send delegations to a number of Muslim countries to meet with senior officials and prominent scholars on the provocative caricatures of Prophet Muhammad (PBUH) recently published by Denmark’s main daily.

“A delegation will visit Cairo to meet with Arab League Secretary Amr Moussa and Grand Imam of Al-Azhar Sheikh Mohammad Sayyed Tantawi,” Ahmed Abdel Rahman Abu Laban, a prominent Muslim figure in Denmark, told IOL Friday, November 18.

He added that Moussa has been informed of the visit, citing contacts with his secretary to schedule a meeting.

The Muslim leader further said that Al-Azhar, the highest seat of learning in the Sunni world, has been notified of the forthcoming visit.

“The delegation will also visit Saudi Arabia and Qatar to meet with renowned Muslim scholar Sheikh Yussef Al-Qaradawi,” said Abu Laban, the imam of the Scandinavian Waqfs mosque.

Twelve drawings depicting Prophet Muhammad in different settings appeared in Denmark’s largest circulation daily Jyllands-Posten September 30.

The Muslim leader lashed out at Jyllands-Posten’s claim that the publishing of the cartoons was only a case of freedom of expression.

“I told a reporter from the newspaper that they have cheated the people because they did not open a debate.”

He stressed that the cartoons were meant as an insult to and provocation of Muslims.

“We have fled our countries because we were denied freedom of expression so no one should play this tune with us.

“This is not a case of freedom of expression,” averred Abu Laban.

De AEL gaat niet langer door met de Moslim Democratische Partij zo blijkt uit een interview met Abou Jahjah in NRC:

‘We zijn vanaf begin in kwaad daglicht gesteld’

BRUSSEL, 18 NOV. Een eigen politieke partij voor de circa een miljoen moslims in Nederland – dat was maandenlang het doel van de Arabisch Europese Liga (AEL). De organisatie, die zich sinds 2003 opwerpt als emancipatiebeweging van moslims en Arabieren, werkte sinds begin dit jaar serieus aan de oprichting van de Moslim Democratische Partij (MDP).

Deze partij moest moslims de kans geven om politiek hun stem te laten horen. Nu stemmen veel moslims niet, vooral degenen in de grote steden, omdat ze het gevoel hebben dat de bestaande partijen te weinig oog hebben voor hun belangen of omdat ze geen interesse hebben in politiek.

Het idee van een nationale moslimpartij is echter niet haalbaar gebleken, zo zegt AEL-voorman Dyab Abou Jahjah in een vraaggesprek in zijn woonplaats Brussel. ,,Het is strategisch niet interessant om zoveel energie te steken in het mobiliseren van een achterban voor een moslimpartij. We strijden voor de erkenning van de eigen identiteit van moslims en Arabieren en hun culturele en economische integratie in Nederland.’’ Dat zijn volgens hem lange-termijndoelen die niet kunnen worden afgedwongen in de gemeenteraad.

Nieuws dat me verrast. Juist de kleinschalige opzet van de MDP had wellicht best enige kans van slagen gehad. Ik vraag me af of de reden echt zo praktisch is als hij zegt. Het kan best een van de redenen zijn, maar de kans is groot dat religieuze en etnische scheidslijnen een belangrijkere oorzaak zijn.

It is a stereotype to call all Americans named Charles as “serial killers” for no other reason than carrying the name of one of the most famous murderers in US history, Charles Manson.

In the Netherlands, it is a similar demonization to call thousands of Dutch Muslims named Mohammad B “murderers” just because they share the killer of filmmaker Theo Van Gogh his first name and the initial of his middle.

Inge Shouten, an Amsterdam University student, took the initiative of dispelling the prevailing stereotype in her Dutch society through a research paper spotlighting shining Muslim examples even though they “are named Mohammad B.”

She became very interested in the subject after being moved by the sufferings of a friend of hers called Mohammad Bakr.

Bakr’s life has been turned into a nightmare as media and newspapers went on tarnishing the name as an indicator of extremism and violence after the killing in November of last year.

“I just wanted to remove this appalling stereotype and demonstrate to the Dutch that an entire minority has been demonized by the wrongdoing of one person,” she told IslamOnline.net Monday, November 7.

Hirsi Ali is, door de confrontatie aan te gaan met de Islam, een moeilijke en doodlopende weg ingeslagen. Dit kan alleen uitmonden in een pijnlijke nederlaag voor haar. Binnenkort, als zij door de wind van ?veranderende tijden? buiten de muren van de Tweede Kamer wordt weggeblazen en zij zichzelf ziet wegzinken in de poel der vergetelheid, zal zij pas haar echte waarde ontdekken, wanneer zij gebukt zal moeten gaan onder de vervloeking van Allah, de Engelen en de algehele mensheid.

Portraying technology and ‘us’

An interesting blog entry about technology and the way it changes the way we give meaning to things and the meaning itself.

What’s interesting to me here is that the fact that modern technology, or to be specific, media and communication technology, is increasingly used to craft and convey a message and thus changes the nature of the message itself. How technology is embedded in the image, may not really change the intended message, but it does change the process of making the message. It also changes the choices of signifiers used to signify the meaning (the message). It may change the way the message is interpreted and eventually even open a door for interpretations other than the intended one.

Cellphone, TV, and newspaper, and other technologies, each has some inherent characteristics. But when these technologies are attached to a certain social actor (a person), they are given as well as give new meanings to that actor too.

There are more dimensions can be discussed from this picture, but I’ll stop here. At least, from disccusions about power and technology here, it’s shown that inserting technology within the image (old image) can renew the way how a message is conveyed, expand the message and even give alternative to the emergence of various (new) dimensions and interpretations. This discussion also shows a little bit how technology-human relations change the way technology and human are defined in their relationships with realities surrounding them.

Een website die mij al enige tijd geleden opviel naar aanleiding van enkele tips. Daarna was hij korte tijd ‘weg’, maar nu helemaal weer terug. Dat is te lezen op Sargasso.nl waar iemand een stukje plaatste:

Dit is de Islaam die jullie vrezen en wier volgelingen jullie uitmaken voor radicalen, extremisten en fundamentalisten, hoewel jullie heel goed weten dat er geen enkele fundament van Dien al-Islaam kwaad veroorzaakt of tegen het belang van de mensheid is.

De moslims die zich alleen onderwerpen aan de Geboden van hun Heer, die leven volgens het boek van Allah en de Soennah van Zijn Profeet, deze moslims zien jullie als jullie vijanden en de ‘gematigde moslim’, de ‘moslim’ die de Geboden van Zijn Heer alleen gehoorzaamt voor zover ze niet indruisen tegen jullie westerse normen en waarden, de ‘moslim’ die zijn geloof (Imaan) heeft ingeruild voor iets minderwaardigs, de ‘moslim’ die een voorstander is van jullie plan om een ‘Hollandse Islaam’ te maken, zoals een van de fractieleden van de PvdA Amsterdam eens schreef (zie http://www.amsterdam.pvda.nl/log/archive/2/2005 ), hij is jullie bondgenoot

Niet geschikt voor kinderen!!!!’ Binnen overheersen de hellebaarden en kalashnikovs en wordt de bezoeker vergast op donderpreken.

In het stuk ‘Mashriq en hun dwalingen’, ondertekend door ‘een moslima’, wordt een islamitische studentenvereniging tegen de schandpaal gezet omdat ze kerstfeest viert. Kerstfeest vieren mag een moslim niet, want:

het is overgeleverd van Sufyaan al-Thawri van Thawr ibn Yazeed van ‘Ata ibn Deenaar die zei: ‘Umar zei: ‘……..ga niet bij de mushrikeen binnen in hun kerken op hun feestdagen, want de vloek van Allah daalt op hen neer.’

Mashriq organiseert avondjes met ‘muziek, muziek en nog eens muziek’ en dat mag ook niet, want ‘zang doet hypocrisie groeien in het hart zoals water de oogst doet groeien’.

Imaam Abu Haneefa verafschuwde zang en beschouwde het als een zonde. Zijn leerlingen hebben expliciet het verbod van het luisteren naar allerlei soorten muziekale amusementen bevestigd, inclusief de mazameer (windinstrumenten) (1), alle typen van tambourines, dufoof (hand drums) (2) en zelfs al-qadeeb (muziek mb.v. ‘sticks’).

Ze hebben gezegd dat zulke handelingen ongehoorzaamheid jegens Allah betekenen en dat degene die zulke handelingen verricht zondig is en daarom wordt zijn getuigenis verworpen.

De anonieme moslima roept zelfs op tot strijd tegen muziek:

Abu Haneefa’s student, Abu Yoosuf, heeft verklaard dat als het geluid te horen is van muziekinstrumenten (maazif) en amusementen (malaahi) komende uit een huis, dan mag men het huis binnengaan zonder de toestemming van de eigenaars van het huis.

Als u dus morgen in vervoering raakt van Bach of André Hazes en er staat opeens een geitenneuker in uw keuken, dan is het uw eigen schuld. Moet u die moslims maar niet zo kwetsen met uw muziek.

Ook heel erg: Mashriq is een gemengde studentenvereniging. ‘Vrouwen en mannen zitten gewoon door elkaar’, stelt de anonieme moslima verbijsterd vast. ‘Kijk eens naar de foto van het bestuur die staat op hun site!’ Vuur zullen ze eten, de jongens en meisjes van Mashriq, want het is toch echt wel zo dat

Het mengen van mannen en vrouwen in een ruimte, samen kletsen en lachen en de vertoning van vrouwen aan mannen enz. is allemaal verboden door de Shari’ah (Islamitisch Recht). Deze daden zijn verboden omdat ze aanleiding geven tot fitnah (verleiding), slechte begeerten en het begaan van kwade daden.

Mashriq doet allemaal dingen die niet in de Koran en de Soennah staan:

Allah Ta’ala vertelt ons over het verrichten van daden die niet overeenstemmen met Zijn Geboden en de Soennah van Zijn Boodschapper: ‘ En dat dit Mij Pad is, volgt het dan, en volgt geen andere paden, want die zullen jullie doen afsplitsen van Zijn Pad. Dat is wat Hij jullie heeft opgedragen, hopelijk zullen jullie (Allah) vrezen.

’Broeders en zusters, welk pad kiezen jullie?’, wil de anonieme moslima weten. Waarna een waarschuwing volgt: ‘Pas op voor de volgende websites met hun dwalingen:

Derwish.nl, de site van Mashriq, Watan.nl, en Wij blijven hier!. Die laatste website ken ik wel. De mensen erachter leken me wel sympathiek. Maar sympathiek mag kennelijk ook niet.

Op televisie is een programma, De meiden van Halal (halal betekent oké), waarin drie orthodoxe moslima’s op ontdekkingstocht door seculier Nederland gaan. Ook niet in orde, volgens Al-Thabaat. ‘Wij van Al-Thabaat vonden de titel “De Meiden van Haram” meer gepast.’ (haram is niet oké)

De zusjes gingen tijdens de gay parade de homo’s toezwaaien, namen zelf deel aan de parade, schudde handen met “mannen” en liepen rond in spijkerbroek. Ze vonden het eigenlijk “best gezellig”. Gezellig hoor tussen de bijna naakte mannen en vrouwen. Een goede plek om als Moslima naar toe te gaan, indien je tenminste de fitnah wil opzoeken.

Ze schudden handen met “mannen”, die Meiden van Halal. Nou, daar is Allah natuurlijk helemaal niet blij mee, weten ‘Wij van Al-Thabaat’:

Het is de duivel (Moge Allah hem vervloeken en ons tegen hem beschermen) die de mens wijsmaakt dat het normaal is om een homo te zijn. Zoals hij ook andere harame zaken aantrekkelijk voor de mens wilt maken.

Je moet je verre van zulke slechte zaken houden zodat je geest niet verziek raakt door zulke gedachtes. Nu hier in Nederland homo zijn geen taboe meer is, zie je dat er steeds meer homo’s bijkomen.

Maar als u nu denkt dat ‘Wij van Al-Thabaat’ niet weten wat genieten is, hebt u het mis. Onder de kop ‘Huwelijks Etiquette’ vinden we keiharde moslimporno. Want die hele etiquette gaat over niks anders dan neuken, neuken en nog eens neuken.

De auteur heeft het geschreven voor iemand die hem dierbaar is en die ging trouwen (stel je voor dat je op je bruiloft van je vriend een paar A-viertjes in je handen gedrukt krijgt met voorschriften hoe te neuken):

Het is voor een man toegestaan om zijn vrouw te benaderen via haar vagina vanuit elke positie die hij wenst – van achter of van voren. Hierover openbaarde Allah de volgende vers:

Uw vrouwen zijn een akker voor u – komt daarom tot uw akker, zoals het u behaagt en doet goed voor uzelf en vreest Allah en weet, dat gij Hem zult ontmoeten en geef goede tijdingen aan de gelovigen

Ploeg je akker maar zoals het je behaagt (je mag zelfs nog een keer, maar dan wel eerst wudu doen), als je het maar wel via de vagina doet. Van achter mag ook, trek je niks aan van wat die gekke Joden daarover zeggen (dat je d’r scheel van wordt) maar denk er om, via de vagina!

‘Het is verboden voor een Moslimman om zijn vrouw via haar anus binnen te gaan. (omdat een akker alleen iets is waarop iets kan groeien)’ Dus goed onthouden: niet via de anus!

Allah kijkt niet naar hen die hun vrouwen binnen gaan via de anus

Vervloekt zijn zij die tot hun vrouw komen via hun anus

Wie sexuele gemeenschap heeft met een menstuerende vrouw, of een vrouw in haar anus, of een helderziende opzoekt en geloofd wat die zegt is ongelovig in wat was geopenbaard aan Mohammed.

Anus! Anus! Anus! Binnenkomen via de anus! Binnenkomen via de vagina! Een vrouw binnenkomen. Een vrouw helemaal uitwonen, die akker lekker omploegen zoals het je behaagt! Maar niet via de anus! O nee! De anus is taboe! Verboden je vrouw in haar anus te neuken! Anus! Vagina! Menstruerende vrouwen! Wudu doen! Lekkere, geile, wudu doen! En dan nog een keertje, hoppa! die vagina lekker volblaffen.

Het wordt nog veel geiler:

Op de autoriteit van ‘Ammaar ibn Yaasir, dat de Profeet zei:’Er zijn drie die nooit door de engelen benaderd zullen worden: Het dode lichaam van een ongelovige, een man die vrouwen parfum draagt; en, diegene die sex had tot hij wudu doet’

Ik hoef u niet uit te leggen waarom Al-Thabaat inmiddels bij mijn favoriete links is ondergebracht.

Ik heb er een flinke fitnah van gekregen!

Dat is duidelijke taal die men hier van die website citeert. Het receptenhoekje blijft daarbij wat onder belicht (de harira is echt goed).

Wat is dit nu voor site? Een radicale site en/of jihadi-site? Dat is me wel wat al te makkelijk. Sommige onderwerpen lijken daar zeker op, maar men loopt zeker niet als een stel makke schapen achter bijvoorbeeld Bin Laden cs. aan.

Daarbij komt nog dat wat mensen op het forum neerzetten natuurlijk niet persé het gedachtegoed van de websitebeheerders is. Bij de artikelen is dat denk ik een wat ander verhaal. Ik ga er even vanuit dat die wel de goedkeuring wegdragen. En ze zijn interessant. Bijvoorbeeld in het artikel Bevrijding of slavernij gaat men in op de positie van vrouwen. Vrouwen en mannen zijn in haar (de schrijfster) ogen complementair (en dus niet gelijk). Zij ageert tegen ‘geemancipeerde’, ‘hoogopgeleide’ en ‘intelligente’ vrouwen. Deze zijn verwesterd. Propageert zij daarmee een onderdanige moslimvrouw? Geenszins eigenlijk.

We zien dat zolang de moslimvrouwen Allah vreesden en zich hielden aan de Geboden van hun Heer en hun harten verlicht waren met het licht van Imaan, zij personen als Imam al-Bukhaarie voortbrachten, grote geleerden juristen en mujahideen voortbrachten, die streefden op de Weg van Allah met hun bezittingen en met hun levens, die ware slaven waren van Allah de Almachtige. Maar sinds de dag dat zij deze eigenschappen verloren zijn, hebben zij personen voortgebracht die slaaf slechts zijn van hun eigen verlangens

Het is duidelijk dat de westerse media er alles, maar dan ook alles, aan doet om ervoor te zorgen dat de islamitische vrouw haar hijaab en hayaa (schaamte) de rug toekeert en keert van leiding naar dwaling, van bedekking naar naaktheid, van respect naar vernedering.

Wat jammer dat deze marokkaanse ‘topvrouwen’ de realiteit achter de westerse emancipatie van de vrouw niet inzien, maar als een kip zonder kop al hetgeen dat op z’n minst westers lijkt achterna lopen. Wat jammer toch dat deze vrouwen dwaling en vernedering hebben verkozen boven leiding en waardigheid!!!

Volgens haar is het de islam die bevrijding brengt en emancipatie juist slavernij waarbij men ook niet-islamitische bronnen aanhaalt. Personen en websites die anders vinden (en zich ook kunnen beroepen op de islam) krijgen een behoorlijke veeg uit de pan.

Deze website lijkt me vooral een typisch voorbeeld van politiek bewuste moslimjongeren die hun stem laten horen. Een soort van religieus moslimburgerschap zeg maar. Daar kan soms steun bij zitten aan zogenaamde jihadi’s, maar dat is zeker niet altijd het geval.

Maar goed voorlopig ben ik nog veel te kort lid van die site, heb de makers nog nooit ontmoet of gesproken, dus waar het heen gaat is afwachten. Het is in ieder geval wel een site die laat zien dat we er met makkelijke vragen en antwoorden niet komen.

UK Muslims to fight extremism on the road and Web

After years of watching radical Muslim groups teach violence in town meetings and on the Internet, British Muslim leaders announced plans on Thursday to fight back by taking the message of mainstream Islam onto the road and out into cyberspace.

A task force set up after July�s suicide bomb attacks in London concluded that extremists have found recruits among young Muslims “fueled by anger, alienation and disaffection from mainstream British society.”

At universities, in schools and in prisons, extremist groups are shouting down “mainstream Muslim organizations that are perceived as pedestrian, ineffective and �part of the system,”� wrote the task force in a 100-page report.

Among its recommendations were a roadshow of Islamic scholars — who could visit towns and cities and explain mainstream Muslim teachings — and “Islam Online,” a Web site for British Muslims looking to understand their faith.

Both steps would give young Muslims opportunities to learn from recognized scholars with mainstream views, said Muslim Council of Britain spokesman Inayat Bunglawala, who convened one of the committees that made up the task force.

“What this roadshow would hopefully do is to highlight that the answers extremists give are no answers whatsoever. There is nothing Islamic about committing mass murder,” he said.

“There is no doubt that the Internet has opened opportunities for all sorts of people and groups. And some are extremist groups who have used the Internet as a means of propaganda to spread their hate and division. There is a need to ensure that mainstream Islamic teachings are also disseminated.”

The task force — including prominent Muslim figures ranging from members of the House of Lords to Yusuf Islam, the former singer Cat Stevens — also proposed new training for imams and better teaching of Islam in schools.

Controversially for British Prime Minister Tony Blair Tony Blair, the report concluded that British foreign policy was a factor in stoking anger among Muslims. Blair has insisted that his decision to wage war in Iraq Iraq was not a cause for the July bombings.

The report comes on the heels of a report in Brussels by the European Union European Union�s racism watchdog, which praised British authorities and Muslim groups for averting a backlash against Muslims in the wake of the July attacks.

“The lesson of July 7 is that strong, coordinated action by all stakeholders works effectively,” wrote Beate Winkler, director of the European Monitoring Center on Racism and Xenophobia.
